New Tier System & 2% City Assessment Fee
SOUTH CHEYENNE WATER AND SEWER DISTRICT CUSTOMERS:
The Board of Directors of the South Cheyenne Water and Sewer District would like to advise our customers of two changes that will impact bills for water and sewer service in the district, both of which become effective January 1, 2025.
First, beginning January 1, 2025, water will be billed on a tiered system as part of the District’s required implementation of the Board of Public Utilities’ “Plan for Wise Water Use” and the City of Cheyenne’s City Code sections dealing with water consumption and preservation. Customers will be charged $7.88 per 1,000 gallons for the first 6,000 gallons of water use, $9.71 per 1,000 gallons for the next 18,000 gallons of water use, $12.08 per 1,000 gallons for the next 18,000 gallons of water use, and $15.05 per 1,000 gallons for water use over 42,000 gallons. All commercial users and residential properties with eight or more units will be billed $9.00 per 1,000 gallons.
Second, beginning January 1, 2025, the City of Cheyenne will assess a 2% fee/surcharge/tax on all water delivered to the District. On behalf of our customers, the Board of Directors has fought the imposition of this fee since Mayor Collins proposed it in May of 2021. The Board feels that imposing this fee on the District’s customers, who do not reside within the City of Cheyenne, amounts to taxation without representation. Over the last three and a half years, the Board has met with Mayor Collins, the Cheyenne City Council, the Board of Public Utilities, and the Laramie County Commissioners to express the Board’s concern and discontent. Unfortunately, the Board’s concerns have fallen upon deaf ears. While the Board has successfully avoided imposing this fee on the District’s customers for the last three and a half years, the Board can no longer do so. The Board suggests that customers with concerns regarding the imposition of this fee should address their concerns to Mayor Collins, the Cheyenne City Council, the Board of Public Utilities, and the Laramie County Commissioners.
